Subject: Annex Summary – Continuing Crimes Against Humanity (TCDD / Agent Orange)
On 1 July 2025, I submitted a formal Article 15 communication to the International Criminal Court concerning crimes against humanity arising from intergenerational exposure to TCDD (Agent Orange). This annex update provides further evidence of systemic denial and complicity.
Key Escalations (8–9 September 2025):
Investor Notice (Annex B): The world’s largest asset managers and insurers (BlackRock, Vanguard, Fidelity, State Street, Blackstone, Capital Group, Amundi, JP Morgan AM, Goldman Sachs, Allianz, Munich Re, Swiss Re, Zurich, AXA, UBS, BNP Paribas, HSBC, EIB) were formally notified of undisclosed sovereign liabilities, AAA ratings fraud, and complicity in crimes against humanity. Their silence will be treated as evidence of knowing omission.
Commonwealth Bank of Australia (Annex B): CBA formally acknowledged my complaint, explicitly restating my allegation that it is aiding and abetting chemical war crimes against children through financing structures. By reproducing this without qualification, CBA has demonstrated knowledge of liability.
Swiss Re, Lloyd’s of London, Bayer AG, Dow Inc., and Australian Banks (Annex B): CEOs were served with personal ICC notices citing the Rome Statute and UN Report A/80/174. Constructive knowledge was confirmed via web analytics showing direct engagement with the annexed notices. Lloyd’s responded by blocking communication, constituting obstruction and concealment.
Queensland Health (Annex B): I fixed in their medical record that denial of my care will soon be contradicted by the UN General Assembly’s recognition of chemical war crimes against children. This establishes a contemporaneous link between domestic denial and international findings.
Continuity of Denial (Annex X): The Robo-debt scandal and the transfer of ex-military leadership into welfare agencies demonstrates a systemic pattern: denial, persecution of vulnerable populations, and refusal of remedy. This continuity confirms unwillingness under Article 17.
National Media Complicity (Annex X): Mainstream outlets minimised or erased toxic exposure harms for decades, shaping public opinion to align with government denial. This constitutes persecution through silence and narrative suppression.
Invoices as Evidence (Annex X): Each unpaid invoice documents notice → silence → default → liability → fraud. This evidentiary trail captures the continuation of crimes against humanity in financial terms.
UN Context:
On 16 July 2025, the UN Special Rapporteur on Toxics and Human Rights, Dr. Marcos Orellana, issued report A/80/174 (“Military activities and toxics”), calling for urgent international legal action. This report will be presented to the UN General Assembly in October 2025. Despite this, states and corporations continue to deny recognition, conceal liabilities, and perpetuate harm.
Conclusion:
The record demonstrates that governments, corporations, financial institutions, and insurers are on notice. Their silence, obstruction, and denials prove unwillingness and inability to prosecute domestically. The crimes are ongoing, intergenerational, and meet the threshold of Article 7 of the Rome Statute.
I respectfully request that the Office of the Prosecutor formally acknowledge that the ICC is now seized of these matters and that continuing silence by notified parties is treated as evidence of complicity in crimes against humanity.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.
Australia ratified International treaties but failed to implement them into domestic laws.
When the United Nations tells you 8+ times you are breaking the law, YOU ARE BREAKING THE LAW. Stockholm Convention & Agent Orange is a chemical war crime against children.
Profit before People is a crime.
