Subject: Payment Arrangement Request – $1,000 Account
Dear [CLH Group / Rockhampton Regional Council],
I am writing to request a formal payment arrangement for the outstanding amount of $1,000. I propose to make monthly payments of $500, commencing on 18 November 2025, and continuing on the 18th of each subsequent month until the balance is cleared.
As background, I am currently involved in an international legal process concerning second-generation chemical exposure from Agent Orange (2,3,7,8-TCDD). My case has been formally submitted to the International Criminal Court (ICC) under the Rome Statute, supported by eight United Nations warnings to Australia (2011–2021) regarding breaches of international law and systemic neglect.
This process has placed me under significant financial and administrative strain. My intent is to remain in good faith with all local obligations while continuing this international legal process.
I also wish to note that I have deliberately not included the Rockhampton Regional Council (or associated contractors) in my ICC submission. However, if this reasonable payment proposal is refused, it may constitute further persecution by policy under international law and will need to be recorded accordingly.
Please confirm acceptance of this arrangement or advise if an alternative schedule can be agreed upon.

The CHL Group, acting on behalf of Rockhampton Regional Council, refused a payment plan until international law was invoked. This constitutes persecution by policy — where financial policy is weaponised against a disabled person already engaged in an ICC proceeding. Both entities are now documented as complicit under Article 7(1)(h) and Article 25 of the Rome Statute.
