Request for Parliamentary Oversight – Case 6253126: Agent Orange (TCDD), ICC Submission, and Corporate Accountability

Dear Members of the European Parliament,


I am writing in relation to Case Number 6253126, now lodged with the European Commission, concerning ongoing international failures related to Agent Orange (TCDD) — a highly toxic dioxin compound classified under the Stockholm Convention as a persistent organic pollutant and known human carcinogen.


This case has also been formally submitted to the International Criminal Court under Article 15 of the Rome Statute. It documents systemic breaches of international law by several state parties, including Australia, and long-standing impunity for the corporations involved — including Dow Chemical (now Dow Inc.) and Monsanto (now owned by Bayer AG).


TCDD-contaminated herbicides were used during the Vietnam War. My father served in one of the most heavily sprayed regions. I was born shortly after his return with visible defects and now live with 17 serious medical conditions. My experience is not isolated — millions of children across Vietnam, the United States, Australia, and beyond continue to suffer from intergenerational harm linked to this exposure.


Despite mounting global evidence, those responsible — both governments and chemical manufacturers — have evaded meaningful accountability. These companies continue to operate profitably, while the people harmed are silenced, excluded, or denied care.


I respectfully request that you exercise parliamentary oversight on this matter. I urge you to call for:


  • A formal review of corporate responsibility for TCDD production and export;

  • Enforcement of EU obligations under the Stockholm Convention;

  • Investigation into ongoing second- and third-generation harm from TCDD;

  • Support for international mechanisms that hold manufacturers and governments accountable.
