Annex A – Documented State Misuse of Mental Health and Legal Obstruction


Official court documents and Royal Commission reports show that the Australian Government has repeatedly used psychiatry and legal silence as tools of state denial.



• Robodebt Royal Commission (2023)

Over 400,000 false debt notices led to extreme psychological distress, suicides, and long-term harm. Internal legal advice confirming the scheme was unlawful was deliberately ignored. Senior officials were referred for potential criminal charges. The program was described by the Commission as “crude and cruel.”

• Stolen Generations – Bringing Them Home Report (1997)

The national inquiry revealed that Indigenous children were forcibly removed from their families under racist policy frameworks and were often labelled “mentally unfit” or institutionalised to justify their removal. Survivors of this abuse were denied compensation and labelled unstable in later legal attempts to seek justice.

• Veterans’ Affairs and Toxic Exposure Cases

Numerous legal cases and Tribunal decisions confirm that children of Vietnam veterans and chemically exposed veterans have been denied care, recognition, and compensation due to bureaucratic obstruction and psychiatric minimisation. Physical and congenital conditions have been mislabelled as psychological stress, “lifestyle-related,” or “medically unexplained,” despite strong international evidence of dioxin (TCDD) harm.

Veterans and their families have been forced to undergo long-term appeals, endure systemic denial, and have often died without redress.

These documents and reports establish a clear and recurring pattern:


  • Psychiatric diagnosis used to suppress victims

  • Legal warnings ignored or buried

  • Institutional systems weaponised to obstruct justice

  • Victims and survivors pathologised rather than supported




My case aligns with this history:


  • I experienced an unsolicited psychiatric appointment after ICC escalation

  • My diagnosed Complex PTSD was dismissed and reframed as “manic” by a doctor

  • Formal legal notices to government lawyers were ignored without lawful justification

  • Government systems remain silent while monitoring my public evidence




This demonstrates a systemic use of medical and legal frameworks to discredit, delay, or deny redress to victims — a hallmark of Crimes Against Humanity under Article 7 and obstruction of justice under Article 70 of the Rome Statute.
