Annex A – Documented State Misuse of Mental Health and Legal Obstruction
Official court documents and Royal Commission reports show that the Australian Government has repeatedly used psychiatry and legal silence as tools of state denial.

Over 400,000 false debt notices led to extreme psychological distress, suicides, and long-term harm. Internal legal advice confirming the scheme was unlawful was deliberately ignored. Senior officials were referred for potential criminal charges. The program was described by the Commission as “crude and cruel.”

The national inquiry revealed that Indigenous children were forcibly removed from their families under racist policy frameworks and were often labelled “mentally unfit” or institutionalised to justify their removal. Survivors of this abuse were denied compensation and labelled unstable in later legal attempts to seek justice.

Numerous legal cases and Tribunal decisions confirm that children of Vietnam veterans and chemically exposed veterans have been denied care, recognition, and compensation due to bureaucratic obstruction and psychiatric minimisation. Physical and congenital conditions have been mislabelled as psychological stress, “lifestyle-related,” or “medically unexplained,” despite strong international evidence of dioxin (TCDD) harm.
Veterans and their families have been forced to undergo long-term appeals, endure systemic denial, and have often died without redress.
