Subject: Crimes Against Humanity – Formal Notification to AFP, ICC, UN CRPD & CRC
Dear Attorney-General,
This is to formally notify your office that on 13 May 2025 I lodged a criminal complaint with the Australian Federal Police and the International Criminal Court (ICC) for crimes against humanity involving state-sanctioned denial of medical access, exposure history, and military entitlements relating to TCDD (dioxin) contamination from the Vietnam War.
I am a second-generation victim of chemical warfare. My late father was a Vietnam veteran. Despite my doctor’s confirmation that access to his full military, pension, and medical records is critical to my survival, I have been denied access by the Department of Veterans’ Affairs. They claim no records are available beyond 2006—this is demonstrably false and medically dangerous.
Australia is in breach of:
The Rome Statute – Article 7(1)(k)
The UN Convention on the Rights of Persons with Disabilities (CRPD)
The UN Convention on the Rights of the Child (CRC)
The Stockholm Convention on Persistent Organic Pollutants (POPs)
This denial has directly contributed to:
Progressive, preventable medical deterioration
Psychiatric trauma consistent with state neglect
Denial of disability entitlements and critical inherited exposure care
Discrimination against children of veterans in violation of both domestic and international law
Between 2014 and 2024, Australia has been warned at least six times by UN bodies:

2019 CRC Concluding Observations
2020 Universal Periodic Review
2021 CEDAW recommendations
2024 UN Rapporteur warning on Military Toxics
No data collection, recognition, or safeguards exist for the children of veterans exposed to TCDD. The continued suppression of records and refusal to acknowledge second-generation harm is systemic.
I have formally notified the UN CRPD and CRC Secretariats and will provide all supporting documentation to the ICC and relevant UN Rapporteurs.
