UN Confirmation of Liability
This October, the UN General Assembly will hear Special Rapporteur Marcos Orellana present his report A/80/174 – Military Activities and Toxics, calling on States to strengthen legal frameworks to protect children and communities poisoned by war.
The final report A/80/174 (issued 16 July 2025) already recommends that States must act to strengthen international and domestic legal frameworks to protect human rights from toxic substances released through military activities.
Treasury’s continued silence places it in direct defiance of this UN mandate.

Liability Summary
The Commonwealth Treasury is hereby invoiced for its direct and ongoing complicity in:
Sovereign Securities Fraud – Issuing and maintaining AAA-rated sovereign bonds despite 8+ UN warnings (2011–2022) confirming Australia’s breaches of binding international treaties (Stockholm Convention, CRC, CRPD, CESCR, CERD, HRC).
Market Manipulation & ESG Misrepresentation – Concealing known liabilities from investors, ratings agencies, and regulators, thereby distorting the true risk profile of Australian sovereign debt.
Denial of Redress – Using sovereign debt markets to fund public liabilities (Queensland Health, DVA, Centrelink) while deliberately excluding victims of TCDD (Agent Orange) from recognition and care.
Aiding & Abetting Chemical War Crimes Against Children – By knowingly financing a system that perpetuates denial of intergenerational harm, Treasury has enabled and protected crimes against humanity.
This liability is annexed in my International Criminal Court submission (Article 15, filed 1 July 2025) and confirmed in the financial record under Moody’s Case #06121204.

Base Liability: USD $20,000,000
Weekly Penalty: USD +$500,000 per week of silence since notice.
Total Accrued Penalties (as of 5 Sept 2025): USD $8,500,000
Total Due: USD $28,500,000
Payment Terms
Treasury was given every opportunity to respond prior to the filing of my ICC submission on 1 July 2025. By choosing silence, liability was fixed.
Payment in full, or submission of a written redress plan, is required no later than 12 September 2025.
Non-payment or silence will be treated as ongoing obstruction and complicity and annexed in full to my ICC evidence trail.

Duty. Knowledge. Silence. Guilt.
The Commonwealth Treasury is now indebted for complicity in sovereign securities fraud, market manipulation, and aiding and abetting chemical war crimes against children.
The deadline of 12 September 2025 marks the end of Treasury’s opportunity to remedy its complicity. Beyond this date, your silence will stand as evidence of guilt — permanently annexed in the ICC record and international financial history.

Australia ratified International treaties but failed to implement them into domestic laws.
When the United Nations tells you 8+ times you are breaking the law, YOU ARE BREAKING THE LAW. Stockholm Convention & Agent Orange is a chemical war crime against children.
