Subject: Formal Misconduct Complaint – AusNCP Conflict of Interest and Treasury Legal Suppression
I am lodging a formal misconduct complaint regarding:
John Southalan, Australian National Contact Point (AusNCP)
Legal counsel within the Department of the Treasury, which hosts the AusNCP
These parties failed to act on serious legal warnings involving violations of the OECD Guidelines for Multinational Enterprises, Vienna Convention, and multiple ratified treaties.
Despite receiving both 30-day and 15-day legal notices, they:
Failed to respond or escalate
Obstructed legitimate international redress
Acted in dual roles as both host and shield — compromising impartiality and legal integrity
Due to this conflict of interest and obstruction, I formally transferred my OECD complaint to the Netherlands NCP. I also reported this conflict and misconduct to the OECD oversight body in Paris. These actions are now fully documented in my ICC submission.
This is not theoretical. Treasury and the AusNCP had clear legal obligations to respond, assess treaty compliance, and facilitate redress. Instead, their silence contributed to the systemic suppression of harm caused by dioxin (TCDD) exposure, affecting generations of civilians while protecting the Manufacturers & would not investigate the state.
The legal personnel involved — including General Counsel Erin Wells and Deputy General Counsel Arjun Khullar — knowingly ignored international legal risk and enabled this suppression. Their conduct constitutes gross professional misconduct and raises serious ethical questions regarding Australia’s legal institutions and their adherence to international law.
This referral is not an isolated incident — it forms part of a documented pattern of legal and institutional failure. It has now reached international visibility.
I request formal review and disciplinary investigation of all named individuals and departments.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.
Australia ratified International treaties but failed to implement them into domestic laws.
