Banks reported to AUSTRAC

Subject: Referral – Banks’ Failure to Escalate and Report Treaty Breaches & UN Warnings


Dear AUSTRAC,


I am referring the following banks for review under their AML/CTF obligations:


  • ANZ

  • Commonwealth Bank of Australia (CBA)

  • Westpac Banking Corporation

  • National Australia Bank (NAB)



Each was formally notified of:


  • Treaty breaches under the Stockholm Convention, and

  • More than eight United Nations warnings to Australia (2011–2021) concerning inherited TCDD/Agent Orange harm.



Despite being put on notice, the banks:


  1. Missed the formal deadline of 7 August 2025 and again on 22 August 2025.

  2. Failed to provide any substantive disclosure or escalation, replying only with automated acknowledgements.



This raises the clear question: have Suspicious Matter Reports (SMRs) been filed by these banks in relation to the risks of treaty breaches, fraud, and complicity in crimes against humanity?


I request that AUSTRAC:


  • Confirm whether SMRs have been lodged by ANZ, CBA, Westpac, and NAB;

  • Review whether their reporting obligations have been met given the seriousness of these notices;

  • Advise whether AUSTRAC intends to open supervisory or enforcement action.

Silence is now part of the evidentiary record. AUSTRAC’s response (or lack thereof) will be annexed to my ICC submission.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.



Australia ratified International treaties but failed to implement them into domestic laws.



When the United Nations tells you 8+ times you are breaking the law, YOU ARE BREAKING THE LAW. Stockholm Convention & Agent Orange is a chemical war crime against children.
