Subject: Reminder of Payment Due – 12 September 2025 | UN Report A/80/174 on Military Toxic Crimes




UN Confirmation of Liability



This October, the UN General Assembly will hear Special Rapporteur Marcos Orellana present his report A/80/174 – Military Activities and Toxics, calling on States to strengthen legal frameworks to protect children and communities poisoned by war.


The final report A/80/174 (issued 16 July 2025) already recommends that States must act to strengthen international and domestic legal frameworks to protect human rights from toxic substances released through military activities.




Your continued silence places you in direct defiance of this UN mandate.




Liability Summary



Following my formal notice prior to 7 August 2025, and your failure to respond, your institutions are now formally recorded as complicit in:


  • Sovereign securities fraud & ESG misrepresentation.

  • Market manipulation of AAA sovereign bonds despite 8+ UN warnings.

  • Failure to disclose treaty breaches to regulators and investors.

  • Aiding and abetting chemical war crimes against children through financing structures that concealed liabilities and denied redress for victims of TCDD (Agent Orange).



This matter is annexed in my International Criminal Court submission (Article 15, filed 1 July 2025) and logged in the financial record under Moody’s Case #06121204.




Amount Due (Shared Liability)



  • Total Liability (combined): AUS $27,000,000

  • Equal Share (per bank): AUS $6,750,000

  • Weekly Penalty: AUS +$500,000, accruing collectively for every week of silence beyond 7 August 2025.





Payment Terms



  • Each bank is responsible for its share of AUS $6,750,000, due by 12 September 2025.

  • Non-payment or silence will be logged as ongoing obstruction and complicity in international crimes.





Closing Statement



Duty. Knowledge. Silence. Guilt.

CBA, Westpac, NAB, and ANZ now share responsibility for complicity in fraud and chemical war crimes against children. This invoice is fixed in the public record and ICC annex trail.


Your silence will be logged against both sovereign securities law and international human rights law. The UN has spoken. The ICC has been seized. Payment is due 12 September 2025.
