Subject: Formal Notification of Financial Complicity – ICC Submission and International Legal Exposure
Dear Comcover / Department of Finance,
You are formally notified that Comcover is currently underwriting legal services and indemnity protections for Commonwealth departments and personnel named in a formal complaint submitted to the International Criminal Court (ICC) under Article 15 of the Rome Statute.
This complaint relates to:
Crimes against humanity
Systemic denial of redress for second-generation chemical harm
Obstruction of justice
Treaty violations involving the Stockholm Convention, the CRC, and multiple UN bodies
The departments involved include but are not limited to:
The Department of Veterans’ Affairs
Queensland Health Legal
The Office of International Law
Centrelink and associated legal representatives
You are now formally advised that continued indemnity coverage of these legal actors — despite having been placed on notice — constitutes aiding and abetting under international law.
Under Articles 25, 27, and 28 of the Rome Statute, institutions that knowingly enable crimes through financing, indemnity, or silence may be held liable.
All legal notices, evidence, and formal correspondence related to this matter are publicly available at:
You are now on formal record. Unless Comcover provides written acknowledgment and confirmation of review within 15 days, your silence will be documented as willful complicity and recorded in:
Annex B of my International Criminal Court submission
A formal referral to the UN Office on Drugs and Crime (UNTOC)
A financial exposure notification to the Egmont Group
A compliance update to the World Bank Integrity Vice Presidency
This matter implicates not only Comcover but also the Department of Finance’s oversight of indemnity structures enabling government legal actors to obstruct redress for war crimes. You are all now formally notified.
This is no longer a civil matter. It is a criminal one.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.
Australia ratified International treaties but failed to implement them into domestic laws.
