Defence Legal Formal Misconduct

Dear General Counsel Rudziejewski, Chief Counsel Rush, and Mr Lysewycz,


You are hereby placed on formal public notice as legal officers of the Australian Department of Defence now implicated in a transnational legal complaint submitted to the International Criminal Court (ICC) under Article 15 of the Rome Statute.


The allegations include:


  • Failure to uphold obligations under the Vienna Convention on the Law of Treaties, the Rome Statute, and the Stockholm Convention;

  • Ongoing obstruction of redress for second-generation harm caused by TCDD (Agent Orange) exposure;

  • Complicity in legal, ethical, and policy-based denial of inherited chemical harm to Australian children;

  • Strategic legal containment of war crimes-related compensation claims;

  • Misuse of Defence legal infrastructure to suppress exposure risks and protect state liability.



You are named as part of a wider legal defence apparatus that has knowingly suppressed justice for children harmed by state-sanctioned chemical warfare. The records—military and medical—link my birth, health conditions, and inherited damage directly to Vietnam-era deployments and known dioxin exposure. That is now on record at the ICC, supported by extensive documentation and witness evidence.


You are entitled to respond.


If you claim there is a legal justification for your failure to act on this matter, provide it in writing within 14 days. If not, your silence will be treated as wilful complicity and included in future annexes and updates to the ICC.


This correspondence will also be formally logged with the Law Council of Australia and the Queensland Law Society for ethical review, and annexed in my international filings.


If you believe this is not your responsibility, kindly inform the ICC who is.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.



Australia ratified International treaties but failed to implement them into domestic laws.
