ubject: Formal Notification: OECD Complaint Filed Against EU-Based Corporations (TCDD Harm / Agent Orange) – Request for Oversight

Dear Commissioners,


I am writing to formally notify the European Union of an active OECD Guidelines complaint involving war-era toxic chemical exposure (TCDD / Agent Orange), now under submission with the Netherlands National Contact Point (NCP).


I am a civilian second-generation victim of TCDD poisoning, linked to Vietnam War deployment and subsequent corporate negligence. My case includes:


  • Direct medical and genetic harm resulting from exposure to 2,3,7,8-Tetrachlorodibenzo-p-dioxin (TCDD)

  • Corporate liability involving Bayer AG and Dow Inc., both with significant operations in the EU

  • Deliberate obstruction and denial of redress by the Australian government and related domestic institutions

  • Formal jurisdictional rejection of Australia, the US, Canada, New Zealand, and Germany due to conflict of interest

  • Publicly documented escalation to the International Criminal Court under the Rome Statute

  • Legal handover to the Netherlands NCP to ensure a neutral review of systemic harm and transnational corporate conduct



I am notifying the EU Commission in line with:


  • The EU Charter of Fundamental Rights, including rights to health, dignity, justice, and environmental protection

  • The Stockholm Convention (ratified by the EU), which classifies TCDD as a Persistent Organic Pollutant (POP)

  • The EU’s obligations under the Corporate Sustainability Due Diligence Directive (CSDDD) and emerging human rights enforcement framework

  • The EU Green Deal and Chemicals Strategy for Sustainability



A full timeline, medical records, jurisdictional evidence, and supporting documentation are publicly available at:





This case now belongs within EU jurisdiction due to:


  1. Corporate presence and benefit within the EU

  2. Systemic legal failure in other jurisdictions

  3. Breaches of core EU values related to human rights, toxic exposure, and environmental legacy harm



I respectfully request that the Commission:


  • Record this notification as a matter of EU legal concern

  • Monitor or engage with the Netherlands NCP process

  • Consider further oversight under EU chemical, corporate, and human rights law
