Subject: Urgent Follow-Up – OECD Complaint on Agent Orange (TCDD) Corporate Complicity- Case 36
Dear German National Contact Point,
This is a follow-up to my formal OECD Guidelines complaint regarding corporate complicity in the manufacture, export, and denial of harm from TCDD (Agent Orange) — including companies with direct ties to Germany.
This case involves:
Crimes against humanity
Persistent environmental harm
Systemic denial of remedy for second-generation civilian victims
I have formally submitted the matter to the International Criminal Court under Article 15. The German NCP’s handling of this complaint — including any delay or refusal to act — will be documented in Annex B of that submission as evidence of transnational failure to enforce the Guidelines.
I am requesting immediate confirmation:
Will the German NCP investigate this complaint?
Will you coordinate with other NCPs given the cross-border nature of the harm and corporate involvement?
The evidence is on the record. Silence at this stage will be treated as complicity.

Dear Ms. Stevens,
Thanks for your e-mail! We confirm receipt of your complaint, which you had submitted before also to the Australian NCP. Therefore, the Australian NCP is already coordinating with us who will handle your complaint as lead NCP. Please note, that there will only be one lead NCP. Other NCPs might be in a supporting role.
The Australian NCP will notify you about our coordination outcome.
