Subject: Crimes Against Humanity – Formal Notification to AFP, ICC, UN CRPD & CRC


Dear Australian Human Rights Commission,


I am formally notifying you of a criminal complaint I lodged on 13 May 2025 with the Australian Federal Police and the International Criminal Court (ICC) concerning crimes against humanity committed through the systemic denial of rights, medical access, and military entitlements to second-generation victims of TCDD (dioxin) exposure—specifically, children of Vietnam veterans.


I am one of those victims. My treating doctor has confirmed that access to my late father’s full military, medical, and pension records is essential for my health and survival. These records are being withheld by the Department of Veterans’ Affairs, who falsely claim that no data exists beyond 2006. This obstruction violates my rights under both Australian law and multiple international treaties Australia has ratified.


Breaches include:


  • Rome Statute – Article 7(1)(k): systemic policy causing physical and mental harm

  • UN CRPD – Articles 4, 25, 31: discrimination, denial of healthcare and data

  • UN CRC – Articles 3, 6, 24: failure to protect health and life of children of veterans

  • Stockholm Convention – Article 6(1)(e): failure to remediate or acknowledge POPs harm



This ongoing state-sanctioned denial of access to inherited exposure history, disability care, and medical protection has led to:


  • Preventable and worsening medical conditions

  • Psychological trauma linked to state neglect

  • Discriminatory denial of disability support

  • Violation of basic human rights and international health obligations



Between 2014 and 2024, Australia has received formal warnings from at least six UN mechanisms, including the CRPD, CRC, CEDAW, and Special Rapporteurs on toxics, disability, and the environment. No action has been taken to investigate or address the harm suffered by children of Vietnam veterans.
