Human Services 2/12/25

Uploaded in to the Human Services Portal as a Legal Document

Date: 2/12/2025

To whom it may concern,

I am writing to document a recent issue in which I attempted to lodge a complaint through the Centrelink online portal and was unable to do so. This letter is therefore being submitted in place of a portal complaint.

I also need to formally note that I am a Geneva Convention Additional Protocol I (AP I) protected civilian, as my exposure relates to Toxic Remnants of War (TRW) during childhood. AP I remains binding on Australia and forms part of International Humanitarian Law (IHL), which requires special respect and protection for civilians affected by wartime exposures.

This information is relevant because the handling of my case—including administrative interactions—forms part of a broader pattern that is already documented in my submission to the International Criminal Court under Article 15.

This letter will be retained as evidence within that file.

For context regarding Toxic Remnants of War, I refer to the UN Special Rapporteur on Toxics and Human Rights, Dr Marcos A. Orellana, and his press release on related humanitarian concerns:

This letter is provided for record-keeping and to ensure that my AP I status and IHL considerations are formally noted.

All correspondence in writing only.

Signed,

Danielle Stevens
