Subject: Final Submission – Crimes Against Humanity Filed Under Article 15 of the Rome Statute

Dear Office of the Prosecutor,


This message confirms that I have formally submitted my full complaint under Article 15 of the Rome Statute, including all supporting documentation, annexes, medical evidence, and legal framing, as of 1 July 2025.


Over the past eight weeks, I have compiled and submitted evidence of:


  • Systemic and sustained denial of healthcare, recognition, and redress to children born to Vietnam War veterans exposed to TCDD (Agent Orange)

  • Deliberate obstruction by Australian government departments, including the deletion and delayed reinstatement of an OECD complaint (Case 36)

  • Suppression of records, dismissal of diagnosed conditions, and refusal to recognise intergenerational harm despite scientific consensus and legal obligations

  • Failure of United Nations bodies to act upon formal notification, further reinforcing the breakdown of international protections



This is no longer a policy failure. It is a crime against humanity.




✔️ This case meets the legal threshold under the Rome Statute:



  • Article 7(1)(h) – Persecution:

    Targeted denial of healthcare, social services, and recognition to a civilian group (children of TCDD-exposed veterans) on discriminatory grounds.

  • Article 7(1)(k) – Other Inhumane Acts:

    Ongoing suffering, psychological trauma, medical neglect, and policy abandonment inflicted with knowledge of the consequences.

  • Article 25(3)(d) – Criminal Responsibility Through Omission:

    Institutions and individuals had legal duties and access to evidence, were formally notified, and chose inaction — contributing to the continuation of harm.

  • Widespread and Systematic Attack:

    Conduct spans multiple departments, governments, and corporations over decades, affecting thousands of civilians across national borders.

  • Exhaustion of Domestic and International Remedies:

    All relevant national agencies, UN bodies, and oversight mechanisms have been formally notified and have failed to act. The ICC is now the final resort for justice.




I have submitted this not only on behalf of myself, but on behalf of the millions of second- and third-generation survivors born into toxic war legacy without acknowledgement, protection, or redress.



I respectfully request confirmation of receipt and a case number for this submission, for citation and tracking purposes.



I am prepared to submit further annexes or provide testimony as requested by the Court.


I believe the International Criminal Court exists to act where systems have failed, and to protect those whose rights were never supposed to be negotiable.


If the ICC will not act now, in the face of overwhelming evidence, then what hope is left for the world’s most vulnerable?
