Subject: Urgent Global Concern: Unrecognised Second-Generation Harm from Agent Orange (TCDD) Exposure – Request for International Attention
Dear Representatives of the International Programme on Chemical Safety and the Stockholm Convention Secretariat,
I am writing as a second-generation survivor of TCDD (Agent Orange) exposure in Australia to request your urgent attention and action in response to the global failure to recognise and respond to the intergenerational health impacts caused by this persistent organic pollutant.
I am the daughter of a Vietnam veteran. I have lived my entire life with birth defects, chronic illnesses, spinal malformations, and systemic disabilities that align with global research on second-generation harm from dioxin exposure. For decades, my medical conditions were dismissed, misdiagnosed, or entirely ignored—leaving me without adequate care or recognition.
Despite the known toxicity of TCDD and international obligations under the Stockholm Convention, including the duty to prevent exposure to future generations, countries like Australia have not updated medical protocols, clinical guidelines, or regulatory protections for children of veterans exposed to Agent Orange. This has created a systemic health and human rights crisis that continues to affect thousands of children and grandchildren worldwide.
In light of your mandates:
I respectfully urge the IPCS and the Stockholm Convention Secretariat to investigate the ongoing intergenerational harm caused by TCDD exposure in civilian populations and children of war veterans.
I request the inclusion of second-generation health impacts in international dioxin-related health surveillance, risk assessments, and regulatory guidance.
I ask you to issue a formal recommendation urging signatory nations to review their obligations under the Stockholm Convention and align health protections with current scientific evidence on generational harm.
