Subject: ICC Filing Exposes Global Collusion in Chemical War Crimes Against Children (TCDD/Agent Orange)
Dear Journalist’s & Investigations Team,
My name is Danielle Stevens. I am the daughter of an Australian Vietnam veteran, and I have formally submitted a complaint to the International Criminal Court under Article 15 of the Rome Statute for crimes against humanity, chemical war crimes against children, and transnational corporate protection.
This case is no longer about one country. It exposes a global pattern of collusion, denial, and state protection of chemical manufacturers responsible for mass civilian harm across generations.
The ICC complaint, submitted 1 July 2025, includes the deliberate obstruction of justice by Australia, the United States, Canada, New Zealand, and Germany — all of which I have formally excluded from handling this case due to direct conflict of interest and complicity.
The corporate entities involved — including Bayer and Dow — have made billions while governments refused to act on binding international law. Their product, TCDD (known as Agent Orange), has caused catastrophic generational harm. I am one of those affected.
The complaint includes:
Formal legal notice under the Vienna Convention, Stockholm Convention, CRC, and Rome Statute
A filed OECD complaint currently under review by the Netherlands National Contact Point, following my refusal to allow the above five countries to interfere
A public record of coordinated legal obstruction by multiple states
Evidence of government agencies shielding manufacturers rather than protecting victims
Documented silence by legal institutions — including Attorney-General’s Departments and Offices of International Law — despite direct notification of war crimes
Medical and legal documentation of intergenerational injury from TCDD exposure, still unacknowledged
This is a transnational case — not a domestic one. It exposes how governments across the OECD and EU have protected industry over civilians, and how even now, oversight bodies are refusing to act unless forced into public exposure.

I am now seeking international investigative coverage because silence has enabled this cover-up for decades. One country may fall back on bureaucracy — but this is now a record of coordinated international failure, and history will record who spoke, and who stayed silent.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.
Australia ratified International treaties but failed to implement them into domestic laws.
