UN Confirmation of Liability



This October, the UN General Assembly will hear Special Rapporteur Marcos Orellana present his report A/80/174 – Military Activities and Toxics, calling on States to strengthen legal frameworks to protect children and communities poisoned by war.


The final report A/80/174 (issued 16 July 2025) already recommends that States must act to strengthen international and domestic legal frameworks to protect human rights from toxic substances released through military activities.




Your continued silence places Dow and Bayer in direct defiance of this UN mandate.




Formal Notice of Liability



This correspondence places your corporation on formal notice of liability for the production and distribution of TCDD (Agent Orange) and your role in concealing liabilities arising from chemical war crimes against children.


  • Duty: As manufacturers of TCDD, you carried a binding obligation under international law, including the Stockholm Convention and UN human rights instruments.

  • Knowledge: The risks were long established, and 8+ UN warnings (2011–2022) placed states and their corporate enablers on public notice.

  • Silence: Your refusal to provide redress while profiting over $100 billion perpetuated fraud, denied justice, and prolonged intergenerational harm.



This matter is annexed in my submission to the International Criminal Court (Article 15, filed 1 July 2025). It is also confirmed in the financial record through Moody’s Case #06121204, which logs the evidence trail of sovereign securities fraud, ESG misrepresentation, and corporate complicity.


You now have 4 days (deadline: 12 September 2025) to provide a substantive response. Silence will be recorded as complicity in fraud and crimes against humanity.




Invoice – Manufacturer Liability



  • Base Amount: USD $100,000,000

  • Weekly Penalty: USD +$2,000,000 (for each week of silence beyond the deadline).

  • Line Items:


    • Production of TCDD (Agent Orange) chemical warfare agents.

    • Profiting $100B+ while denying liability and suppressing litigation.

    • Systemic obstruction of redress for victims across four generations.






Payment Terms



Payment in full within 4 days of this invoice, or a written response detailing immediate redress measures.


Non-payment will be treated as refusal of liability and annexed as evidence of obstruction in ICC proceedings and international financial oversight records.




Closing



Your corporation cannot claim ignorance. Duty. Knowledge. Silence. Guilt.

This record is now fixed in international law, financial oversight, and history.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.



Australia ratified International treaties but failed to implement them into domestic laws.



When the United Nations tells you 8+ times you are breaking the law, YOU ARE BREAKING THE LAW. Stockholm Convention & Agent Orange is a chemical war crime against children.
