Subject: OECD Secretariat Refusal Noted – Formal Notice to Netherlands
NCPDear Catelene Passchier,
I am writing to inform you that the OECD Secretariat has officially refused to act on serious procedural misconduct by the Australian NCP. Their statement that they “have no authority to intervene in respect of specific instances before NCPs” has been formally annexed to my ICC submission as evidence of institutional deflection.
This leaves your office — now holding jurisdiction over my transferred complaint — solely responsible for ensuring the Guidelines are upheld. You are now on record as the final opportunity for this matter to be handled with independence, transparency, and in accordance with international law.
Let me be absolutely clear: I will not hesitate to refer individual NCP members, legal advisors, or OECD affiliates to their national Bar Associations and Ethics Committees should any further procedural obstruction occur.
Silence, delay, or containment will be treated as complicity in the cover-up of international human rights and environmental crimes tied to TCDD (Agent Orange) exposure.
The Guidelines mean nothing without enforcement. This complaint will not disappear — and the world is watching how the Netherlands responds where others have failed.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity.
The final submission was the 1st of July 2025. Australia ratified International treaties but failed to implement them into domestic laws.

The OECD Secretariat, whose role consists of providing information to NCPs and the public, facilitating peer learning, capacity building, training, and co-operation among NCPs, and promoting the Guidelines, has no authority to intervene in respect of specific instances before NCPs.
