Dear NCP Secretariat,
Thank you for your response.
This notification is not a routine business grievance. It involves documented violations of international law, including chemical war crimes against children, transnational organised crime, and systemic human rights breaches under multiple treaties — all of which fall under the scope of the OECD Guidelines.
To clarify: the connection to the Netherlands is through the International Criminal Court (ICC), headquartered in The Hague. This case has already been filed with the ICC under Article 15 of the Rome Statute, and outlines criminal complicity by state and corporate actors across multiple jurisdictions.
Australia, the United States, Canada, New Zealand, and Germany have all been formally excluded from leading this OECD complaint due to direct legal conflicts of interest. The Netherlands is the only OECD country without declared complicity in the actions described — making it the only suitable jurisdiction to ensure an impartial review.
Given the severity of the allegations and the documented failure of other jurisdictions to act, I respectfully request that the Dutch NCP reconsider this notification based on international responsibility, ICC connection, and absence of conflict — not territorial limitation.
If your office declines to lead or support the complaint despite these facts, this response will be formally recorded in Annex D of the ICC submission as part of the broader pattern of institutional deflection in the face of international law violations.
Please confirm whether you intend to coordinate with other NCPs to reconsider this notification, or if this will be treated as a formal refusal.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.
Australia ratified International treaties but failed to implement them into domestic laws.

Dear Ms. Stevens,
Thank you for your message and for bringing your notification to our attention.
I would like to clarify that it is not possible for a notifier to transfer a notification from one NCP to another. The NCP that receives the notification will coordinate with other relevant NCPs to determine which one is best positioned to take the lead. Other NCPs may take on a supporting or advisory role.
Alternatively, you may choose to withdraw your complaint from the NCP where it was originally submitted and submit it to another NCP. In that case, coordination between the relevant NCPs will still be needed to determine which NCP is best placed to lead.
Having reviewed your submission, I would like to point out that the link between the issues raised and the Netherlands is not immediately apparent. The issues occurred outside of the Netherlands, and the companies mentioned are headquartered elsewhere. If there is no clear link to the Netherlands either with regard to the issues or the companies involved, the likelihood that the Dutch NCP will lead or support this notification is limited.
