Subject: Formal Notice – Denial of TCDD Harm, ICC Submission, and International Legal Escalation

Dear Prime Minister,
This correspondence places your office on formal notice regarding the actions of the Director-General of Queensland Health, Dr David Rosengren, who on 4 July 2025 issued a signed letter denying liability for lifelong harm caused by exposure to 2,3,7,8-Tetrachlorodibenzodioxin (TCDD), a Class 1 dioxin present in Agent Orange.
His denial came:
After I formally notified multiple departments of my diagnosis and evidence
After I submitted a formal complaint to the International Criminal Court (ICC) under Article 15
After I lodged a coordinated complaint through the OECD National Contact Point system (Case 36)
And after I provided references to Australia’s obligations under the Stockholm Convention, CRC, CRPD, and ICCPR
Your government was warned.
He was warned.
And now his name — and that letter — are annexed in my ICC filing and being submitted to the Netherlands NCP.
In addition, I have disqualified Australia, the United States, Canada, New Zealand, and Germany from coordinating my OECD case on grounds of conflict, delay, and failure to act in good faith. The Netherlands has been nominated as the only neutral and procedurally capable coordinating country.
The disqualification of your government reflects a documented loss of trust in Australia’s ability to address corporate complicity, inherited chemical harm, and treaty enforcement. That failure is now on record — globally.
The Attorney-General’s Department has also been formally notified of this matter. Their silence — like yours — will be treated as institutional complicity.
You now hold personal, ministerial, and executive-level knowledge of an ongoing system of denial that constitutes persecution under international law.
If your office fails to respond within 14 days, this will be recorded as further evidence of deliberate suppression and procedural obstruction, and added to my ICC and OECD files accordingly.
