PM Portal – Weekly Submission (Week of Parliamentary Resumption)
Prime Minister,
With the resumption of Parliament, I am again formally requesting your direct written response regarding Australia’s obligations to children harmed by the Vietnam War’s toxic legacy.
Australia ratified Geneva Convention Additional Protocol I in June 1991. At that time, I was a minor. Under Article 77, I was a protected child affected by an international armed conflict. Those obligations did not expire and remain binding on Australia today.
My status as a “service child” is documented in Australian Government records and is publicly verifiable. Despite this, recognition, protection, and care have been denied for decades.
I am seeking:
• Formal recognition of protected child status under Article 77
• Confirmation of the Commonwealth’s position on second-generation harm
• A written response from you directly, not redirection to DVA
Any further deflection or administrative referral will be recorded as non-engagement and shared with international human rights monitoring bodies assessing Australia’s compliance.
This matter concerns binding international law and ongoing harm. It requires ministerial accountability.
