Subject: Formal Legal Demand – International Escalation and Compensation Claim

Dear Treasury Legal,
This is a formal legal notice and compensation demand relating to state-enabled harm caused by in utero exposure to 2,3,7,8-Tetrachlorodibenzodioxin (TCDD), a banned chemical weapon used during the Vietnam War and listed under the Stockholm Convention.
I am the child of a Vietnam veteran exposed to Agent Orange during service. The resulting lifelong medical harm, systemic obstruction, and intergenerational impact now form the basis of:
A formal submission to the International Criminal Court under Article 15 of the Rome Statute
A coordinated complaint through the OECD National Contact Point system (Case 36)
Multiple documented breaches of the Stockholm Convention, CRPD, CRC, and ICCPR
Public annexes detailing denial, medical negligence, and obstruction by multiple departments
On 4 July 2025, Dr David Rosengren (Director-General, Queensland Health) issued a signed denial of liability. This was issued after formal ICC and OECD notification, and it has now been annexed as evidence of administrative persecution, treaty evasion, and state-enabled harm. The Office of International Law has since been formally notified and is on legal countdown.
As a result, I am now demanding $xyz million in compensation.
This figure reflects:
Five decades of medically ignored toxic harm
Loss of opportunity, safety, and income
The full cost of state negligence and cover-up
Intergenerational trauma to both my daughter and granddaughter
The absence of any national remedy, redress, or investigation
The legal and advocacy work I have been forced to carry out alone
This claim will increase by $500,000 every Friday until it is acknowledged in writing and an appropriate legal or compensation mechanism is initiated.

Failure to respond will result in inclusion of this correspondence — and your silence — in Annex B of both my ICC and OECD filings, as evidence of continued denial and institutional complicity.
