Subject: Disclosure Failures – Lloyd’s of London, Treaty Breaches, and ICC Proceedings


Dear FCA / PRA,


I am writing to notify you of systemic disclosure failures involving Lloyd’s of London.


On 1 July 2025, I lodged a formal complaint with the International Criminal Court (ICC) for Crimes Against Humanity regarding inherited chemical harm from TCDD (Agent Orange). As part of this case, I placed Lloyd’s of London on legal notice (8 August 2025) regarding undisclosed treaty breaches, multiple UN findings of non-compliance, and the use of insurance structures to conceal liability.


Lloyd’s of London was given a 7-day deadline, expiring 15 August 2025, to respond. They have failed to do so. This silence now forms part of Annex D of my ICC submission under Article 15 of the Rome Statute.


The prudential concerns are clear:


  • Fraudulent or misleading disclosures in ESG and annual reports, omitting repeated UN treaty body findings.

  • Systematic non-disclosure of material sovereign and corporate liabilities linked to ratified treaties (Stockholm Convention).

  • Insurance fraud across multiple renewal cycles since 2004, as governments failed to disclose TCDD-related risks while securing cover.

  • Heightened sovereign risk where undisclosed liabilities could destabilise credit ratings and market confidence.



I respectfully request the FCA and PRA to review whether Lloyd’s of London has met its disclosure and prudential obligations in light of these findings, and whether their conduct constitutes systemic insurance fraud.


Please confirm your position on these matters no later than 30 August 2025. Silence will be documented as part of the ICC and OECD Annex records.

Australia ratified International treaties but failed to implement them into domestic laws.



When the United Nations tells you 8+ times you are breaking the law, YOU ARE BREAKING THE LAW. Stockholm Convention & Agent Orange is a chemical war crime against children.
