I am seeking formal investigation and disciplinary action against all legal officers involved, including potential disbarment or sanctions, for their role in enabling systemic legal obstruction, breaching international treaty obligations, and failing to act on credible evidence of crimes against humanity under the Rome Statute.


Between March and July 2025, I formally notified multiple Australian government legal departments — including the Office of International Law and the Attorney-General’s Department — of credible evidence of second-generation harm caused by dioxin exposure (Agent Orange), supported by international research and diagnostic proof.


Despite clear legal warnings referencing the Rome Statute, the Vienna Convention, and ratified UN human rights treaties, no legal officer acted to escalate, investigate, or respond in accordance with their professional obligations.


Instead, there was coordinated silence, delay, and refusal to engage — despite multiple 30-day notices and 15-day legal warnings issued from May through July 2025. This amounts to systemic legal misconduct, breach of duty, and complicity in state-level obstruction of redress for crimes against humanity.


The lawyers involved failed to act independently or ethically, and instead enabled the suppression of justice and the protection of government institutions at the direct expense of harmed civilians — including myself, a disabled second-generation survivor of chemical warfare.

I confirm that I am lodging a formal misconduct complaint against the following legal officers within the Office of International Law (OIL) and the Attorney-General’s Department (AGD):

James Mason

Nathan Kensey

Nina Harvey

Stephanie Ierino

Jesse Clarke

Anne Sheehan


Each of these individuals was formally notified in writing on 19 July 2025 of documented breaches of international law, including:


Failure to act on evidence of chemical war crimes against children (TCDD exposure – Agent Orange)


Breaches of the Vienna Convention, Rome Statute, and Stockholm Convention

Obstruction of redress in violation of multiple UN treaties


Failure to act in good faith, in violation of their fiduciary duties, the APS Code of Conduct, and legal professional standards


All relevant documentation — including formal notices, ICC annexes, and medical/legal records — is available upon request.


This matter is also before the International Criminal Court under Article 15 of the Rome Statute.


The entire Australian Government legal department has been formally referred to the International Bar Association and the International Bar Association Human Rights Institute for investigation into systemic misconduct, treaty violations, and complicity in crimes against humanity.

A formal complaint has been lodged with the International Criminal Court for Crimes against Humanity. The final submission was the 1st of July 2025.


Australia ratified International treaties but failed to implement them into domestic laws.
