Subject: Formal Notification – ICC Filing on TCDD (Agent Orange) Crimes Against Humanity and WHO Silence
Date: 1 June 2025
Dear World Health Organization,
I am formally placing your office on notice that I have submitted a complaint to the International Criminal Court (ICC) under Article 15 of the Rome Statute. This case concerns crimes against humanity, systemic failure, and transgenerational harm caused by exposure to TCDD (Agent Orange). The ICC reference number is:

I am not only the complainant — I am the evidence. I was born with visible anomalies and lifelong illness following my father’s Vietnam deployment into one of the most heavily sprayed regions. I have now documented 50 years of systemic denial across multiple generations. This includes my daughter and granddaughter — both affected. My website, provides open-source documentation of my medical records, global research, and legal actions taken.
The WHO has long acknowledged the risks of dioxins as Persistent Organic Pollutants (POPs). Yet, to date, your silence on second-generation civilian harm has allowed countries like Australia to deflect, delay, and deny. This is despite eight UN warnings to Australia between 2011–2021 from CRC, CRPD, HRC, CESCR, CERD, and UN Special Rapporteurs — all citing urgent concern over Agent Orange/TCDD legacy impacts.
In addition to the ICC complaint, I have formally notified the Australian National Contact Point (AusNCP) under the OECD Guidelines for Multinational Enterprises. The corporate suppliers profiting from this legacy remain operational and protected within WHO member states. That includes Dow Chemical and Bayer (Monsanto).
This is a formal 30-day notice. I am requesting:
An acknowledgment of this letter and ICC reference;
A statement from WHO regarding second-generation harm from TCDD exposure;
Confirmation that this matter has been escalated internally, in accordance with your responsibilities under international public health mandates and POPs guidance.
The deadline for response is 1 July 2025. After that, your silence will speak for you — and will be added to the ICC record as evidence of institutional abandonment and complicity.
