Subject: Urgent Submission – Australian Government Legal System Obstruction (Annex A Evidence Included)


Dear IBA Human Rights Institute


My name is Danielle Stevens. I am the child of a Vietnam veteran and the complainant in an active case before the International Criminal Court under Article 15 of the Rome Statute. My case documents crimes against humanity by the Australian Government involving intergenerational chemical exposure (TCDD), denial of care, systemic cover-ups, and legal obstruction.

This submission is being made in good faith to request an urgent investigation into the conduct of Australia’s legal system — including the coordinated misuse of legal departments to suppress victims, deny due process, and shield the state from liability.

Over the past several months, I have documented clear breaches of:

The Rome Statute – including Crimes Against Humanity (Article 7) and Obstruction of Justice (Article 70)

The Vienna Convention on the Law of Treaties (1969) – which Australia ratified but failed to implement in domestic law or practice

The Stockholm Convention on Persistent Organic Pollutants – requiring action on dioxins like TCDD, which has not been fulfilled in second-generation civilian cases

OECD Guidelines for Multinational Enterprises – particularly in relation to human rights, consumer protection, environmental responsibility, and disclosure

I have documented a full system of coordinated denial across at least 12 Australian departments, including Defence, Veterans’ Affairs, Centrelink, Queensland Health, WorkCover, the Office of International Law, the Attorney-General’s Department, and Treasury. These departments have:

Ignored formal legal notices citing international law

Silenced or pathologised victims through psychiatric labels and institutional gaslighting

Delayed, deflected, or refused investigation despite binding obligations

This is not a domestic issue — these are international crimes enabled by public legal institutions that are now under global scrutiny.

My website contains legal notices, correspondence, medical evidence, treaty references, and real-time documentation of systemic abuse. The pattern matches that exposed in Royal Commissions into Robodebt, the Stolen Generations, and veterans’ toxic exposure.

I am now asking the International Bar Association to initiate an independent review of the Australian Government’s legal system and its failure to uphold the rule of law, international obligations, and human rights protections.

Australia ratified International treaties but failed to implement them into domestic laws.
